Justification Forms
Emergency Procurement
Emergency procurements address immediate and unforeseen situations that require action to protect life, property, or critical university operations. This form is typically completed after the emergency response has occurred, documenting justification for the non-standard procurement. If your request does not meet one of the listed criteria, it is not considered an emergency procurement under USM policy. To access the form, please use the link below.
Sole Source Justification
this form must accompany purchase requisitions for sole source procurements of equipment, supplies, and/or services exceeding $25,000 (excluding purchases from contract vendors). The primary purpose of a sole source justification is to demonstrate that competitive bidding is impractical because only one product or service can fulfill a specific need. Unauthorized Procurement Justification
Unauthorized purchases (often referred to as “after-the-fact” purchases) are transactions entered into by an individual without delegated authority or outside authorized procurement methods. This includes committing funds or receiving goods/services without following proper purchase procedures (i.e., before a Purchase Order (PO) has been issued in the PAW Procurement System or when software/cloud service is purchased on a P-card prior to receiving approval).
